Our Founding The first California merit district effective year was 1936, but the California School Personnel Commissioners Association was established on June 5, 1971. How did it happen? Check back later for the details. CSPCA Serving for 49 Years The California School Personnel Commissioners Association (CSPCA) started in 1971 in the month of December. June of this year will mark 50 years of non-profit service ensuring the efficiency and economy of the workforce and the good of the public. The Merit System The merit system is a method of personnel management which is designed to promote the efficiency and economy of the workforce and the good of the public by providing for the selection and retention of employees, promotional opportunities, in-service training, and other related matters on the basis of merit, fitness, and the principle of like pay for like work.
